[Pulp-dev] pulp_file ownership

+1 to moving pulp_file to the core team

We should also remove the 'File' team on github with this change, since it
won't be a thing anymore. For those with Pulp org permissions that is
here:  https://github.com/orgs/pulp/teams/file
