[Pulp-dev] Consolidating Plugin Template Redmine Issue Tracker to Core's

I completed this today. Here's what happened:

1. A 'Plugin Template' tag was made
2. The 16 issues from the 'Plugin Template' tracker are moved to the main
tracker [0] and tagged with the 'Plugin Template' tag
3. A git repository is configured in Redmine with the webhook callback so
issue association will keep working
4. The 'Plugin Template' project in redmine was deleted.

Please use the 'Plugin Template' tag going forward for those types of
issues. Here is a query showing you all of those issues:
