[Pulp-dev] [BREAKING] dropping of mariadb/mysql support

This is more of a policy/docs change than an actual code change. Pulp is
dropping support of mariadb/mysql. PostgreSQL will be the only officially
supported database in Pulp 3. This work will be merged on September 26. For
