[Pulp-dev] Certguard compatibility with Centos/RHEL7

Here's a recap of a plan between @jsherrill @sajha @ehelms and myself
around adding a feature to certguard that will provide compatibility with
Apache 2.6.4. Currently certguard is compatible only with Apache 2.6.10+.
Below is a summary of the plan.

* pulp_certguard to introduce compatibility with non-urlencoded
certificates. The goal is by May 8th at the latest, but sooner is better.
Ideally May 4th - 6th.

* This work and technical solution (not yet written) will be tracked with
this issue: https://pulp.plan.io/issues/6574

* This functionality will be released as certguard 0.1.0rc5. Katello will
test certguard from a PR or master and then switch to 0.1.0rc5 when it's on
pypi
