[Pulp-dev] Skipped repo produces result: error

Hi,
the logs you shared are regarding publish task and not sync. It would be
great to see details of the sync task, but generally if nothing changes on
the remote repo, sync is not fully performed, but never skipped, it is
performed with  optimizations that's why it is generally fast. So if it
succeeds the state should not be error unless some issue occurred.
