[Pulp-dev] Moving fixtures container URL

We're planning on updating the pulp-fixtures container to move the path
from /fixtures to / to make things simpler. This will also mean that our
fixtures will live at https://fixtures.pulpproject.org/ instead of
https://fixtures.pulpproject.org/fixtures/.

Here is the pulp-fixtures PR:

And the corresponding plugin_template PR:
https://github.com/pulp/plugin_template/pull/232

I'd like to proceed with merging these PRs by the end of the day Monday,
June 8th if there are no objections.
