[Pulp-dev] Migrating off Travis

It looks like pulp was migrated over to the free plan on Travis. We used up
about 6400 minutes today so I've disabled all Travis builds for now to
conserve the remaining minutes.

Also, I've filed an epic to track the work to move to Github Actions. Feel
free to add tasks.
