[Pulp-dev] Recommended: Remove test `test_file_decriptors`

At the open floor today, there was support for removing this one particular
test from all plugins. I've removed it from these places, but other plugins
should consider removing it also.

## Motivation

The motivation is that the test does not make assertions on Pulp itself,
and practically speaking is failing intermittently.
