[Pulp-dev] pulp-certguard 1.5.0 is Generally Available

pulp-certguard 1.5.0 has been released. This version is compatible with
pulpcore 3.10 and the upcoming 3.15.

This release adds python-3.8 support and drops python 3.6/3.7 support.
