[Pulp-dev] Feature Proposal: Virus Scanning Downloaded Content

A user brought up this story/need in the dev channel, and they expressed a
goal to contribute it. Through discussion with the pulpcore team, @x9c4 and
I are going to try to guide the contribution. Anyone is welcome to help,
but it gives the contributor a clear person(s) to ask questions to.

Any feedback or discussion (on issue please) is appreciated. We don't have
a timeline for implementation; it'll be up to the contributor.
