[Pulp-dev] A reminder for plugin maintainers to release a compatibility release with 3.10

Pulpcore 3.10 is currently planned to be released on Jan 26th.
We always encourage plugin maintainers to release a compatibility release
with an upcoming pulpcore release to avoid rushing with a plugin release
right after the pulpocre is out.

Don't forget to address the pulpcore 3.10 requirement for plugins, if you
haven't done it already:

   -   the version needs to be specified in your subclass of
   PulpPluginAppConfig
