[Pulp-dev] pulpcore and plugin release guide

The update guide for releasing a plugin and/or pulpcore is now available on
GitHub[0]. The guide was updated to reflect the improvements to the Release
Pipeline workflow on GitHub Actions. Each plugin can receive these updates
by updating the GHA config using the plugin_template[1].
