[Pulp-dev] Vagrant FIPS development box pair is now available

Hi Pulp devs,

The pair of Vagrant boxes (Pulp 2 + Pulp 3) for FIPS development (of the
migration plugin) are now available on pulp_installer's master branch.

I made changes to pulp-ci and forklift, so you must update them 1st:
$ git submodule update --init
