[Pulp-list] More CLI Changes

Pushed a handful of pulp command line changes earlier this morning:

* /usr/bin/pulp should exist after running "python setup.py install".
* Added --help support for a bunch of scenarios.
* Added scripts/pulp-dev, shortcut for CLI to explicitly run against
  your source tree, not anything installed on the system.
* Removed some generated things from source control and added entries
  to .gitignore.
