[Pulp-list] CLI Enhancement

I'm not sure where we're tracking new features, but we need to change
the CLI's config handling to put the host information in a non-git file
(maybe some sort of override like /etc/pulp/local-client.conf). We're
going to continue to get conflicts/mis-commits if people are going to be
regularly editing client.conf to enter in their pulp server's hostname.
