[Pulp-list] Config's base_url

In pulp.conf we have a config option called base_url that's set to
http://localhost by default.

The only usage I could find was in repo_sync.import_package. It looks
like we're seeing the download URL to base_url + relative location of
the package. The thing is, our repos are only under https, not http. So
either the import_package method isn't being used, the download_url
attribute isn't being used, or the functionality is broken since the
default in the config is still http.

Does anyone know more details behind this? I ask because I'm trying to
figure out the best way for the CDS to assemble the download URL to
download from the pulp server and was thinking of using that config option.
