[Pulp-list] pulp-dev.py needs to be re-run

I moved repo serving to its own virtual host; previously it was
symlinked into /var/www/html and just picked up from the default host.
This is laying the groundwork for future additions, but I wanted to get
this done separately.

Repos are still served at /pub, however now they are over https on port
443. For now, the pulp API is untouched at port 8811. More on that in a
separate e-mail.

The changes to your environment are as follows:
- - The symlink from /var/lib/pulp to /var/www/html/pub is removed.
- - The symlink is now from /var/lib/pulp to /var/www/pub.

Running pulp-dev uninstall/install should clean up and create the new
links as necessary. Let me know if you run into any problems.
