[Pulp-list] rest practices

Hi All

I'm asking a little forgiveness of everyone. I just pushed a disruptive
change to into pulp origin. This change brings the web services in much
closer step to the laid out rest practices. This will break calls in
pulpcli as well as make the juicer code base look a little foreign.

However, it does mean that the current api doc is actually reflected in
the code :)
