[Pulp-list] pulp-admin as non-root

To support removing the requirement for users to be 'root' when running pulp-admin, I 
changed the client logging to write to /var/log/pulp/client.log only when running as root. 
  When running as a non-root user (yourself), pulp-admin will write log messages to 
~./pulp/client.log.  This seemed better than opening both /var/log/pulp and 
/var/log/pulp/client.log to be writeable by all.
