This RPM used to have more common things between server and client then
it does now.  One
of which was the pulp/__init__.py need so that 'pulp' was a package from
the python
perspective.  This is needed so our imports work.  Can't do 'import
pulp.server.foo'
unless pulp is a package.  The pulp/__init__.py can't be owned by 2+
rpms so can't be in
the client or server rpms for cases when they're installed on the same box.
