[Pulp-list] InvalidType: Invalid manager type requested [user-manager]

The issue was because of importing a manager module before 
initialization of factory. Looks like auth managers are declared global 
in authorization.py which fails as factory is not initialized yet. I 
have fixed it to not go through factory. Soon it will be refactored to 
not use global managers as a part of the-great-auth-refactor of 2012 :-) .
