[Pulp-list] New builtins extension

On your next pull please run pulp-dev again to install the pulp_upload 
extension. If you forget, you'll see the following error when running 
the CLI:

The following extensions failed to load: rpm_upload
More information on the failures can be found in ~/.pulp/admin.log
