[Pulp-list] pulp.conf

This was much needed.  Thanks, Jay.

Parts I'm familiar with - look good.  I wonder if [coordinator] and 
[tasking] sections can be combined.  If not, at least co-located.

These changes may affect the katello installer so we need to put this on 
the list of things to give them a heads up about.
