[Pulp-list] File exists error

I haven't seen this before. Looks to me like the publish directory 
already exists when publish is called and its failing to create a link. 
Could there be another repo with similar path synced before this one? 
seems like there is either a path conflict between multiple repos or the 
directory from old syncs already existed.
