This build includes a change to our db migration script, both in name 
and in functionality. The script used to be called pulp-migrate, and it 
is now called pulp-manage-db.

It still performs migrations, but it is now able to migrate more than 
just the Pulp platform itself. Third party Pulp package writers can now 
create migration packages in pulp.server.db.migrations, and this script 
applies them. There will be documentation on this change forthcoming.

This script's name changed because it is now also responsible for 
loading types in the database. That function used to be performed by 
application.py when the server was initialized.
