[Pulp-list] Can't add a rpm repo

I believe you need to restart httpd after running pulp-manage-db. Apache
will preload some stuff that pulp-manage-db inserts, such as the plugin
information which is what's causing your error.
It could be other things, so let me know if that doesn't work.
