[Pulp-list] How to work in the distributed-tasks branch

If you are a developer and you find yourself needing to work in our
distributed-tasks branch, there are a few things you will need to do in
order to get up and running.

I've added a readme document[0] to our playpen area of the repository in
the distributed-tasks branch. Please go check that out, and feel free
to edit it if you find improvements you would like to make to it.
