[Pulp-list] Don't publish when sync fails (schedule)

Hey guys,

Can I prevent pulp from publishing when the sync of data like the
distribution files fails? I'm experiencing a problem when syncing with
centos 6/6.5 with a sync schedule (1PD).
Currently I can't investigate time to debug the initial problem.
