Hi John,

I don't believe this is a known problem. Would you mind filing a BZ for us?

My guess is that on a new install each of the web processes tries to 
create the default admin user, and it becomes a race to see who can do 
it first. If that's true, it might be best for pulp-manage-db to be in 
charge of creating the default admin user.
