I adjusted the permissions on that path.  More specifically, I'm using a totally different path.  i.e. this is not a totally stock installation.

That is the correct URL but the issue might not be resolved, depending
on your answer to this question:

If it was a stock installation, I think we have to fix our RPM builds to
adjust that path to the correct permissions. Thanks so much!
