I'd missed those in the upgrade guide steps.

It's working now .... and the beta appears to have resolved the bug I filed about syncs getting stuck on downloading the final RPM :o)

This could happen if the pulp_resource_manager service weren't working properly. Did you chkconfig on all three of these services and start them?

pulp_celerybeat
pulp_resource_manager
pulp_workers

If those aren't all running, that could lead to this issue. If they are running, look in the logs and see if there are any interesting messages in there.
