[Pulp-list] Missing resource(s)

I have a newly installed instance of 2.4.0 on centos6 after following
the install docs.
I can use pulp-admin to create a repo but I can't sync it. Here's what
I'm seeing...

# pulp-admin rpm repo create --repo-id=c7-os

This all worked pefectly on another host. Any ideas?
