Pulp and yum both require a repository to have a repomd.xml. It looks like "http://pkgs.repoforge.org" is a collection of directories of rpms, and I suspect the repository metadata lives somewhere else.
For example, I found their mirror list on github [0], and found a repository [1] that includes this nmon package you're interested in.
