Hello!

I have made a pull request that configures the new Vagrantfile to use
NFS to share the code with the VM rather than rsync[0]. With this PR,
I've also included documentation for getting started with the Vagrant
environment.

Would somebody be willing to try out the documentation in the PR for
me to make sure it is correct? I believe I have all the steps listed
for getting NFS configured on the host box, but it is possible that I
missed a step. Since my box is now configured, it is difficult for me
to test if I have missed any steps in the documentation.

Hopefully we'll get a Pulp box made soon so that vagrant up can move
much more quickly, not having to install so many packages.
