I've written up a tracker task [0] outlining a new feature to allow
Pulp to sync content lazily. That tracker task has ~20
subtasks/stories that outline the implementation work. Please comment
on any of these with questions or suggestions for improvement. A few
extra notes:

* General feature comments can go on the tracker [0] (including +1s on
the usefulness)

* Input on the names and terms this feature uses can go on the naming
task [1].

* Admonition: there is a vague reverence to 'the catalog'. That
description is still being written but is not yet in Redmine or
attached to the tracker [0]. This description is still in process.
