This is a bug in the Go programming language[0], which is used by the
Docker client. The gist of it is that the Go client (docker) is
advertising that it is willing to renegotiate the terms of the SSL
connection. When httpd attempts to do so, the client refuses even
though it announced that it would do it.

Unfortunately, I don't recall enough detail to tell you which exact
settings you will need but I suspect you will need to configure httpd
with SSL terms that the docker client is willing to use.
