I've got two PRs with a wacky situation - the pulp_rpm one[1] will
fail in Jenkins until the platform one[0] is merged, but merging the
platform one will cause pulp_rpm's master branch to fail. I need
someone to review them together, ignoring the fact that the RPM one is
marked as failing. Once they are both LGTM'd, I will merge the
platform one and re-run tests on the RPM one to confirm that they pass
in Jenkins before merging it too. This way we have a small window of
time where pulp_rpm's master branch is broken. Make sense?

Also, I'd appreciate review soon because yesterday I had to rebase
three times due to commits that other people have been making. I'd
rather not have to solve a bunch more merge conflicts ☺
