In the case of a lost download, Pulp will attempt to re-download
the file if (and only if) a client requests the file again *after* that
file ages out of the Squid cache. The default maximum age for a file in
the cache is 24 hours, but this is configurable. If a client never
requests the file again after the cache expires, Pulp does not attempt
to re-download the file.
