[Pulp-list] Pulp doesn't generate prestodelta.xml

please open an issue ticket https://pulp.plan.io/issues/new .

This is a not regular behaviour.  I did a quick test on my pulp
installation and was not able to observe same issue as you have.

We might need to investigate more on this, so descriptive bug report would
be highly appreciated,
