[Pulp-list] pulpcore 3.0.0b18 and pulpcore-plugin 0.1.0b16 now available

The following packages are now available on PyPI:
   - pulpcore 3.0.0b18 [0] with its release notes here [1]
   - pulpcore-plugin 0.1.0b16 [2] with its release notes here [3]

The beta documentation is available here[4]. This release of pulpcore
includes migrations so users will no longer have to run 'pulp-manager
makemigrations' when installing pulpcore.
