[Pulp-list] Migration failure, 2.16 -> 2.18

Hi Dennis,
Thanks for the reply.  It appears that the look of pulp.plan.io has shifted
a bit, I'm not sure which project I should file a broken migration under.
I'm guessing  'pulp-cli', as I see a different migration problem lodged
there #4561 from 5 days ago.

I've created issue 4617.
