[Pulp-list] RHEL repo version lock using pulp

It will be security and bugfix updates only if you sync the specific 7.4
repos. Beware that 7.4 support ends July and after that point to get core
security updates you'd need to buy EUS licensing and sync the 7.4-EUS
channels.
