[Pulp-list] pulp_python 3.0.0b11

The latest beta release of the Python plugin is available on PyPI[0]. This
version is compatible with pulpcore 3.6.0.

This is mainly a pulpcore 3.6.0 compatibility release.  Python [1] bindings
and Ruby [2] bindings are available.
