[Pulp-list] Pulp Certguard 1.1.0 is Generally Available

pulp-certguard 1.1.0 has been released. It is compatible with pulpcore
versions 3.3 through future version 3.10.

This is primarily a compatibility release. In addition, it adds the
"version" attribute to PulpCertGuardPluginAppConfig.
