[Pulp-list] pulp 3.1 db migration

Hi All,

We tried to recreate the external db after 3.1 installation and got the following errors. Should this be pulpcore<=3.1?

pkg_resources.VersionConflict: (pulpcore 3.1.0 (/opt/utils/venv/pulp/3.6.5/lib/python3.6/site-packages), Requirement.parse('pulpcore<3.1,>=3.0.0'))
