[Pulp-list] pulpcore 3.2.1 is Generally Available

Pulpcore 3.2.1 is available[0]. This is a bug fix release. There are 2
changes in this release:

 - dynaconf required version has been bumped to include the upcoming 3.0.0
release of dynaconf which will resolve a problem with nested settings
 - bug fix related to removing duplicates from a repository version when no
previous version existed

## New Installations

If you are using a new install, you can use the latest ansible installer[1]
and you'll receive 3.2.1. The quick start guides below are useful for that.

## Upgrading from 3.y.z

You should first upgrade your installer to the latest one from GitHub and
re-run it. If you get the new installer, you'll get a newer pulpcore
release. If you rerun an older version of the installer, you'll get an
older version (downgrading is not supported).
