[Pulp-list] pulp_rpm 3.9.0 is Generally Available

pulp_rpm 3.9.0 is now generally available. It is compatible with pulpcore
3.7 through 3.10.

This release fixes several bugs related to RPM copy functionality, makes
sqlite metadata generation optional at publish time, and defaults
generation of this metadata to OFF.
