[Pulp-list] Pulp Container 2.3.0 is Generally Available

pulp_container 2.3.0 release was primarily focused on adding RBAC to this
plugin.
Now every Pulp Container API and  Container Registry API call is covered by
a policy. Please check out docs for more info.

**Note** RBAC is in tech preview!
At the moment there is a limitation which consists in inability to push to
the registry if  authentication has been completely disabled.

This release is compatible with pulpcore 3.10 and future release of 3.11.
