[Pulp-list] 'utf8' codec can't decode byte 0x9c in position 1: invalid start byte

Up to date CentOS Linux release 7.9.2009 (Core) system running latest pulp-server-2.21.5-1.el7. Just upgraded from 2.12.1 to get away from a different issue.
 
Since then bumping into this issue, which looks identical to Matthew Madey’s post from Wed, 24 Oct 2018. This occurs during the publish.
 Here is a few example repositories I'm experiencing this on.
