[Pulp-list] pulp_python 3.0.0 is Generally Available

pulp_python 3.0.0 is now Generally Available! [0] It is compatible with
pulpcore 3.9.0+.

Python [1] bindings and Ruby [2] bindings are available.

This release contains a bugfix to pass proxy settings to Bandersnatch while
syncing [3] and new documentation to list all of the current features now
available in pulp_python. [4]

pulp_python is now officially launched! Thanks to everyone who has helped
find issues and test the beta releases.
